Our Mission:
Our mission is to provide excellent wastewater service of the highest possible standards at the lowest practical cost in keeping with the sound business practice and public trust. We will conduct cooperative affairs with the highest degree of integrity. We will serve the needs of consumers fairly and impartially. We proclaim district development in the best interest of public health and to improve the harmony with the natural environment.

Our History:
Clifton Sanitation District#2 was formed by an election in 1967 for the purpose of providing a sanitary sewage system, including collection lines and sewage treatment facilities to serve the residents of the sanitation district.

Financing for the construction of sewer facilities was accomplished in 1968 with a $471,190 bond and a development grant in the amount of $220,000. The bonded indebtedness was retired two years ahead of schedule in 1985, and the mill levy assessment was lowered gradually until it was abolished in 1993.

Plant Investment Fees (PIF) have been utilized to pay for capital improvement projects, including sewer line replacements and increasing lagoon capacities to meet growth and stream standards as established by the Colorado Department of Public Health and Environment (CDPHE). The PIFs have also been placed in reserve to meet future treatment and collection service upgrades.

Currently CSD has adequate reserves to fund anticipated future expansion.

The monthly service fee rates for CSD customers were established at $6.00 per month in 1967. Rate changes occurred as follows:

  • $7.50 per month in 2002
  • $10.00 per month in 2005
  • $12.00 per month in 2006
  • $20.00 per month in 2007

CSD employs three full-time and two part-time personnel to provide administration, billing, operations, maintenance, and supervision of all sewer construction projects needed for expansion.

Population and Assessed Valuation
The population of CSD has grown from 950 people in 1967 and an assessed valuation of $936,350 to the current estimated population of 16,000 and an assessed valuation of $61,586,090.

Existing Wastewater Treatment Facilities
CSD owns and operates two wastewater lagoon systems: West Lagoon System located at 32 Road and D Road and the East Lagoon System located immediately west of 33 Road and south of D ½ Road. In addition to CSD the unincorporated Clifton area is also served by Clifton Sanitation District #1 (CSD #1), which owns and operates a four-cell lagoon system. The CSD #1 lagoon system is located between the two lagoon systems of CSD near 32 ½ Road and D Road .

Please refer to Figure 1 for locations of existing lagoons. Effluent from all of the lagoon systems discharge to the Colorado River , and each District operates under a discharge permit issued by the Colorado Department of Public Health and Environment (CDPHE).

Our Board of Directors:

Kent Brumback
Kent is the Vice President of Barnes Electric Company. He is a Clifton Native where he attended local schools and Mesa College. He and his wife, Lorie, have three children, Lyndsi, Krystal and Tyler. He is a member of Clifton Christian Church and is involved with School District #51 Career Center Board as well as the Palisade Little League Board.

Lori Cosslett
Lori is the District Manager for the Central Grand Valley Sanitation District. Before going to the Central Grand Valley Sanitation District, Lori was employed by the Clifton Water District. Lori is a Grand Valley native. She and her husband Tony have two daughters. Lori has served on the Boards for IAAP and the Thunder Mountain Elementary PTA and also participates on the Advisory Committee for IntelliTec Colleges. Lori has also enjoyed coaching softball the last two years at Grand Mesa Little League.


Greg Martin
Greg has served on the CSD Board for the last 23 years and is currently the President of the Board of Directors. He owns Grand Mesa Mechanical, Inc., and has been in business since 1979. He has served on the Clifton Fire Protection District for 26 years and served as Assistant Fire Chief for the last 16 years. He also served on the Fire Board for two terms. Greg is married to Gay and they have one son and two daughters.

Laure Watkins
Laure Watkins recently joined the CSD Board of Directors last September. She has worked for the Grand Junction Economic Partnership (GJEP) for more than 13 years, and her experiences at GJEP provide her with a strong understanding of the area’s demographics, infrastructure and overall business community. Laure and her family have resided in Clifton for more than nine years. Her husband, Todd, serves as a volunteer on the Clifton Fire Department, and their sons attend schools in Clifton.

Laure has served on the boards of the Mesa County Workforce Center and the Colorado Rural Workforce Consortium.


Dale Welch
Dale is a Colorado native and has lived in Clifton for 35 years. For 14 years he has served as Maintenance Supervisor for Crossroads Health and Fitness
Center. He and his wife, Linda, have one daughter, one son and 3 grandchildren. Dale volunteered 20 years of service for the Clifton Volunteer Fire Protection District. He has served for eight years on the Clifton Sanitation District Board of Directors and is a new board member at the Clifton Fire Protection District.
