Current Status
Existing Facilities and Challenges

Clifton Sanitation District (CSD) owns, operates and maintains two wastewater lagoon facilities for a total permitted capacity of 1.85 Million Gallons/Day (MGD). In addition to CSD the unincorporated Clifton area is also served by Clifton Sanitation District #1 (CSD #1), which owns and operates a lagoon system with a total permitted capacity of 0.285 MGD. All three lagoon systems are currently treating approximately 50 percent of the permitted capacity. Treated wastewater (effluent) from the lagoon systems is discharged into the Colorado River under permits issued by the Colorado Department of Public Health and Environment (CDPHE). Federal and State environmental regulations have become increasingly more stringent along the Colorado River Basin. An advanced treatment system is required to meet the new limits. Planning is underway to consolidate both districts into one new regional mechanical treatment facility to be owned and operated by CSD.
